Using my bad Tamil-reading skills and guessing at Sentamil words, I guess the government plans to build a flyover at Koyambedu which can also accommodate ships.
Or something like that anyway.
Actually I just read it again. I think the flyover at Koyambedu will be a normal flyover, but it will be built by some government ministry in charge of making ships come and go on roads. At least, I think that’s what “Kappal salai pokkuvaradhu amaichagam” means.

One more example of Kalaignar’s arajagam(rajathanthiram is a more charitable word) was the aaappu given to gaptan. They selected his kalyana mandapam as one of the “pandakaals” for this great project.

I think they should announce that they will clean out the cooum and make it into a 10 lane freeway for uninterrupted traffic in Chennai! ..we’ll see that by 2050 for sure

Spic Building is about 2 KM from Saidapet and abour 1/4 to1/2 KM from Guindy Railway Station and whether in walkable distance or not to be decided on the strengh ot your legs and on the time facto to attaend anything there;
