Well as far as i know its neither the helmet nor the smart ass answers u guys are posting….I saw this everywhere in the city during my recent visit …i assume its a rule in chennai….also ,its a safe practice….i have been in US for the last 7 years ..i havent seen smart folks like him once here ….i have seen stupid ass***** talking over the phone and almost ramming people …
